Before a building recording can begin, a Written Scheme of Investigation is prepared and agreed with the local planning authority. This document sets out the scope, methodology and required outputs of the recording, ensuring it meets the terms of the planning condition.
A Written Scheme of Investigation exists to prevent an expensive misunderstanding. It fixes, in advance and in writing, exactly what the recording will cover and to what standard, so that the work carried out is the work the authority expected to receive.
This is one of the more commonly misread planning conditions. A WSI is not the record itself; it is the agreed plan for producing one, and it usually has to be approved before any works on site may begin. Discovering that sequence late is a familiar cause of delay.
