Leamington Spa is one of the most complete Regency and early Victorian townscapes in the Midlands, and its significance is unusually collective. Much of what matters lies not in individual buildings but in the rhythm of a terrace: consistent stucco, matching parapet lines, uniform window proportions and the repetition of ironwork along a street.

That collective quality changes what a planning authority is protecting. An alteration that would be unremarkable on a detached house — a replacement window in a different material, a rooflight on a front slope, a rendered finish in the wrong colour — reads as a break in a sequence, and is assessed accordingly.

Stucco itself is a recurring technical issue. Original lime-based renders behave very differently from modern cement equivalents, and inappropriate repair is a common cause both of fabric damage and of difficulty at application stage.
